Legislation proposed by Sup. Scott Weiner would allow owners to build an in-law unit within the “envelope” of an existing building. This legislation would only apply to properties located in the Castro, but may become a model for broader legislation. Importantly, if the new in-law unit is built in a building that is already covered by rent control (multi-unit properties built prior to June 13, 1979), the new in-law unit will be covered by rent control.
